The electric force is decreased 4 times. Because electric force is the function of 1/r^2 (where r is the distance).
The entire formula for electric force is F=(q1*q2)/(4*Pi*Eo*r^2).
You can check out how the change of distance affects the force by replacing r with 2*r and dividing that electric force by the first one. You should get 1/4.
